PCG’s health team’s work a cornerstone for innovative e-Care system in Poland

In the recent months the Polish Health team has been fully engaged in work on a consulting project for the City of Warsaw and 10 neighboring communes in the metropolitan area. The Capital City of Warsaw contracted PCG to conduct a thorough business analysis and technology solutions analysis in the area of telecare and home care services monitoring. Concurrently to organizational changes, the objective of the analysis was to come up with two variants of the ICT system design together with cost estimations and business models. These analyses were the cornerstone for implementation of e-Care system, in which recipients of home care services and the elderly living in Warsaw have better access to high quality of services. This would allow them to stay independent and live in their own homes for longer.
The main components of the e-Care project include:

  • Creating a 24/7 support center for teleservices and telecare
  • Providing monitoring devices that enabling the beneficiaries to contact the support center: smart devices such as tablet, wearables such as an SOS button, bracelet/band;
  • Support of the home care services and quality monitoring;
  • Enhance social relationships through the use of ICT tools and support network of non-governmental organizations and other stakeholders.

The results of the engagement include over 300 pages of reports from analyses with tens of graphics, charts and e-Care system outlines in 2 variants. But the most important result is the happy client, who can now proceed with further steps to implement the first ever such comprehensive long-term oriented system of home care services supported with the state-of-the-art technological solutions.

The scope of work in the project included among others:

  • leading strategic workshops with Social Welfare Centers, home care services providers and city’s representatives
  • analysis of the institutional and legal environment for the project
  • preparing the assumptions of the new system of contracting, providing and monitoring home care services
  • operational analysis of the 24/7 support center and its relation to the existing Warsaw 19115 Contact Center and social welfare institutions
  • presenting recommendations with two variants of the e-Care project implementation
  • market analysis of telecare / home care services monitoring solutions (hardware and software) as well as analysis of wearable technologies
  • analysis of available technology solutions for coordination and monitoring of home care services
  • analysis of ICT infrastructure necessary to develop and operate e-care system, including real time data transition
  • preparing graphics presenting the system architecture with relationships and processes
  • cost estimates of various technology solutions and recommendation for 2 variants for monitoring of home care services with the use of new technologies
  • as well as countless interviews, discussions and meetings to make sure the proposed solutions are feasible and fit in the existing context.

The project “E-care – creating and implementing an integrated system of care-service support based on ICT instruments” is conducted within the Regional Operational Programme for Mazowieckie Voivodeship 2014-2020.
